## About This Role

A nationally recognized construction management firm is seeking a **Senior Construction Manager / Owner’s Representative** to lead the delivery of major public infrastructure and vertical construction projects on behalf of owner clients, ensuring on-time, on-budget performance with uncompromising quality and safety standards.

This role requires a seasoned CM professional who can simultaneously manage multi-prime contractor interfaces, resolve field conflicts, administer complex contract provisions, and maintain productive working relationships with public agency clients. You will function as the primary on-site authority for all construction activities — setting the tone for safety culture, quality assurance, and contractor accountability from Notice to Proceed through project closeout and punch-list completion.

## Core Responsibilities

- Serve as the day-to-day Owner’s Representative on major public construction projects (transit, transportation, water infrastructure, or vertical/civic)

- Oversee multi-prime contractor coordination — managing schedule interfaces, logistics plans, and work zone safety requirements

- Review and approve contractor submittals, shop drawings, RFIs, and change order documentation in compliance with contract requirements

- Lead project OAC meetings, preparing and distributing comprehensive meeting minutes, action item logs, and 3-week lookahead schedules

- Administer construction quality assurance programs — implementing materials testing protocols, inspecting critical work elements, and maintaining NCR logs

- Monitor and track the project CPM schedule (Primavera P6) — identifying critical path impacts, evaluating time extension requests, and issuing withholding notices when warranted

- Manage project budget controls — owner’s contingency, allowances, change order approval authority, and earned value tracking

- Coordinate regulatory inspections, third-party special inspections, and agency witness testing milestones

## Technical Requirements

- **Licensure:** PE license preferred; CCM (Certified Construction Manager) from CMAA required or in active pursuit

- **Education:** BS in Civil Engineering, Construction Engineering & Management, or related field

- **Experience:** 10+ years of construction management on public infrastructure projects; 5+ years in a field leadership role

- **Software:** Primavera P6, Procore, Bluebeam Revu, MS Project, Oracle Unifier

- **Standards:** FAR/DFAR contract administration, OSHA 29 CFR 1926, AIA A201 General Conditions

- Demonstrated knowledge of critical path method scheduling, construction claims analysis, and differing site conditions evaluation

- OSHA 30-hour Construction certification and current First Aid/CPR

## Preferred Qualifications

- CCM (Certified Construction Manager) certification from CMAA

- Experience with design-build or progressive design-build delivery methods

- Familiarity with BIM-based construction coordination (Navisworks, Revit) and 4D scheduling

- Prior experience managing public works projects under Caltrans, WMATA, NYCDOT, or equivalent agency requirements

Requirements

  • EIT preferred.
  • 2-5 years of field engineering experience on heavy civil projects.
